PVP only characters are a convenience item. They weren't originally in the game. They were added as an afterthought a month or so before the game went live. The way the game was designed is that after completing the PVE portion of the game, you would then take that character and progress to the PVP portion of the game. Well they added the PVP only characters to allow players to not have to remake a whole new character if they needed to use another character besides the PVE one they had. This is why PVE characters have access to all PVP places and can compete just as fairly as a PVP player can.

Yeah, it has become apparent over the past two years that Anet has a sort of "jekyll and hyde" quality to them (in that one thing is said and then later something happens that doesn't exactly go with what was said). Games do change, that's true, but right now they are trying to keep as many people playing as they can so it doesn't die down anymore than it already has.

PvP characters started out as a convenience, but have now become a necessity (especially with three chapters). Initially, the link between PvP and PvE was supposed to be that you had to go through a significant portion (3/4) of PvE before you could get to "High End" PvP (there were random arenas along the way, which was HA (Tombs then). Even after that you needed to take and hold halls in order to get a sigil so you could get a guild hall to GvG. But Anet saw that people didn't want the hassle of grinding new characters up to par in order to do PvP so PvP only characters were born.

And not too long ago they added unlock packs (which turned into PvP-only accounts) where all skills were unlocked as soon as you made a character, which gave people the ability to jump right in.

So yeah, PvP characters were a convenience before.

PvP-only characters are still a convenience for the people who don't want to play through the PvE game just to get a character to PvP with. Anyone CAN take a PvE character and level them up, then go out and cap the elites for a few specific builds and play in PvP. The trouble is, those characters are not equal to other characters in PvP. They can get some things that are unavailable to PvP-only characters, and are denied some things that PvP-only characters have access to. Both situations need a solution.

I play PvE. I only PvP n FA/JQ, which isn't really PvP to begin with. I can bring my warrior, monk, or ranger into FA or JQ with builds made for PvP, because I capped a lot of elites and spent a lot of time learning on those characters.

I could NOT bring my necro into any PvP arena, he simply doesn't have the skills I need to play effective builds. I'll get them slowly, but don't have them yet.

Here's the problem, from my perspective: I CAN create a PvP-only necro and play several builds effectively (due to my W/N and all the necro skills he has capped) while my PvE necro isn't competitive. At this point, it isn't a matter of convenience, but one of necessity: I roll a PvP-only necro, or don't play as a necro (or mesmer, or rit, or assassin) which I COULD play as a PvP character but can NOT play effectively, save for a few builds, with my PvE characters.

The equipment changes that give PvE characters an advantage SHOULD be self-evidently broken. I don't see anyone on this thread saying that wintergreen wands or Nolani wands should be left alone? They are an imbalance, and need corrected. The skill unlocks are an imbalance, and need corrected.

As for rewards for PvP? There have been several threads about it, with ideas ranging from absurd to ideal. I really recommend:
